There are a few monsters in Dragonspyre that drop it. I've gotten it by accident a couple times while leveling up there. I farmed for rattlebones master duels and then farmed those for ultra king parsleys. Took about 4 days to get 4. From there I just used wilt and revive to get to around 20 in like a month. There are actually a lot of weighted drops in wizard101, such as the odds of getting the amulet of divine influence from Hades versus that of getting a piece of senator gear. But King Parsley is categorized as a crown plant (which should have a drop rate of 2.5 to 5 percent for what I know). Maybe i'm just having a bad experience :(.
