The actual skill and rating can easily not line up. When we talk about APA to Fargo rating it has to be based on skill not in the rating if the rating is off. I play pool in many areas, and there is no way that an under 500 Fargo in any state would be maxing out any league unless they had a lucky few weeks, and the rating fluctuates easily.
