For me, this bug started after installing CACO and a BUNCH of CACO patches to make it compatible with my other mods. I also installed coffee mod, FLM Patch Collection, Aetherium Ore Respawns and Aetherium Armor, Cloaks of Skyrim, sm_cc_growables, and a few other mods. I am running Skyrim Special Edition.
