The new Eyesight system is supposed to have a wider field of view and the Touring trim (not OBW) has an additional single wide angle lens as well. Supposedly the new eyesight is able to better deal with things on the side of the car, not just in front of it.

My guess is electronics, EZPass transponders emitting invisible rf signals that may interfere with Eyesight electronics. While never proven, prudence suggests following Subaru guidelines.
