This is from the Heather Casdin companion mod. Whenever you see clutter that looks like you should be able to pick it up, but you can't, you know you are dealing with a mod. The base game and DLC never do that. You need to max out her affinity, complete her quests and give her the thing the game suggest that you give to her, then talk with her.
