I think I found the solution to this. Had the same problem. I think if you have one of those job quests open from a person, it blocks the shipping contracts. I just delivered a job quest to Nessa and didn't accept the next one in the list. Now I was finally able to get another shipping contract. Hope this helps someone <3.
