Basically, ACT is not working at all with new plugin on my pc. I've been using ACT for years till now and I was trying new beta plugin for FFXIV 4.0 patch, but it didn't work at all. Apparently changes in 6.35 have the parser plugin acting inconsistently if its not launched by the time you hit the character select screen. Closing the client, opening ACT, and then opening the client has solved this for me. Very useful reddit post, should update the answer for easier viewing!
